Measures to simplify administrative procedures for SMEs

On April 29, the National Conference on Simplification was held, chaired by Frédéric Lefebvre, Secretary of State for Small and Medium-Sized Enterprises, whose aim is to simplify administrative procedures for SMEs.

After collecting a set of proposals from small businesses, 80 measures were adopted at the interministerial level, some of which will be applicable from summer 2011. These actions should enable SMEs to save 1 billion Euros per year, given the administrative complexity specific to France, which represents 3 to 4% of GDP.

The construction sector, which includes a large number of SMEs, is very concerned by this simplification mechanism, of which here are some key measures:

- The electronic safe This secure digital cabinet will allow companies to provide all the information the government needs in one go, avoiding the need to repeat the same tasks. This highly complex tool should be available by summer 2013.

- A website referencing all public procurement announcements

- The simplification of pay slips which will ultimately make it possible to halve the number of lines on the bulletin

- The creation of the nominative social declaration which should replace thirty declarations.

Companies will meet with the government in six months to review the progress of implementing these measures.
