Thermal Regulation 2012 is implemented

RT 2012 must be effective for all buildings on January 1, 2013, but it already concerns certain types of construction since October 28, 2011:

- New construction of offices, teaching and early childhood premises, housing located in ANRU (National Urban Renewal Agency) zones.

- Their primary energy consumption must be on average 50 kWh/m2/year.

The “Recognized Grenelle Environment” charter comes into force

- A response to the principle of eco-conditionality planned for January 1, 2014.

- Building professionals will have to display this quality mark in order to be able to carry out energy renovation work financed by the State.

2012: Regulatory developments

More rigorous certification criteria for energy performance diagnosticians:

A decree aimed at amending the certification procedures for energy performance diagnosticians has been passed. It will come into effect on February 1, 2012, with the aim of strengthening their professional skills.

The PTZ+ extends to the former:

The PTZ+, originally intended only for individuals purchasing new housing, now also applies to the purchase of existing housing. The State therefore grants the benefit of this loan to individuals wishing to acquire existing housing belonging to social housing stock.

The end of 5,5% VAT for the construction sector:

The 2012 budget confirms the implementation of the 7% VAT rate applicable to the construction sector. However, this will take place in several stages depending on the year of the work and the signed quotes. Examples:

-  VAT in 2012 will be 5,5% for signed quotes and deposits received as of 20/12/2011 and for work not carried out or in progress.

-  VAT in 2012 will be 7% for signed quotes and deposits received after December 20, 2011 and for work carried out in 2012.
