A job-creating sector, the construction industry remains difficult for young people to access. To help them discover this field of activity and thrive in it, an advertising campaign has just been launched aimed at companies to encourage them to recruit young apprentices. The CCCA-BTP (Concertation and Coordination Committee for Apprenticeships in Construction and Public Works), a national, professional and joint body for apprentice training centers (CFA) in the construction industry, is launching a CAMPAIGN TO RAISE AWARENESS AMONG CONSTRUCTION COMPANIES ABOUT APPRENTICES RECRUITMENT.
The social partners in the construction sector, united within the CCCA-BTP Board of Directors, thus affirm their desire to continue their investment in training young people through apprenticeships in construction trades.
The difficult economic context that entrepreneurs in the sector are facing is currently not conducive to the recruitment of young people into apprenticeships; since 2008 it has undeniably hindered the training efforts usually undertaken by professionals.
While apprenticeships in all sectors remained stable with +1% of the total workforce and a 2,8% drop in the entry flow, the CCCA-BTP network of CFAs in the construction industry experienced a drop in its workforce in 2009/2010, of around 16% in the entry flow of level V (CAP) and around 6% in the overall workforce: 70 young people in training within the CCCA-BTP network compared to 000 the previous year.
If nothing is done to reverse this trend, the combined effect of two declining inflows of young people could lead to a further loss of 5 young people at the start of the 000/2010 school year, representing more than 2011% of the workforce.
This campaign thus responds to an objective of general interest of the profession, because it is vital to quickly satisfy the structural needs of renewal of qualified employees of construction companies (retirements, etc.) but also to adapt to the evolution of the professions and to meet the new challenges of eco-construction and sustainable development through qualifying training.
The proactive policy of informing young people about initial vocational training in the construction industry, implemented for many years by the CCCA-BTP and its network, has borne fruit. Many young people are choosing construction careers and should be able to find lasting employment in companies in the sector, starting from the 2010-2011 school year. Their future depends on it, but also that of entrepreneurs, ensuring the sustainability of the skills and qualifications of their employees.
If companies do not recruit apprentices as early as the start of the 2010 school year, they are likely to face a shortage of qualified workers in the near future.
This is why the CCCA-BTP and its network of CFAs are strongly mobilizing at national and regional levels to encourage an increase in the number of apprentice recruitments, to slow down and combat the decline in numbers within the CFAs of the CCCA-BTP network.
Apprenticeships, far from being a recourse for young people who have been unable to find a suitable solution within the traditional education system, now constitute a training course open to 16-26 year-olds offering a solid professional project, and ultimately real possibilities for advancement in the construction industry.
BOTH THE COMPANY AND THE APPRENTICE HAVE EVERYTHING TO GAIN FROM THIS PARTNERSHIP.
The campaign is aimed at all construction companies, with a particular focus on companies that have not recruited apprentices for two years, companies with more than ten employees, which, due to their size, are more likely to recruit again, and newly created companies.
To strongly mobilize construction companies throughout France, the CFA of the CCCA-BTP network are implementing, from the beginning of May 2010 until the end of 2010, a major communication and information system.
- Direct communication with businesses is the heart of the campaign, a real strike force on the ground.
- Strong mobilization of teams from the 75 CFAs of the CCCA-BTP network
- To support these teams, 75 construction apprenticeship "developers," responsible for business relations, are recruited and then trained by each of the 75 construction training centers (CFAs) to advise and support entrepreneurs in their apprentice recruitment process and present all the benefits of this investment. This initiative is co-financed by the Secretary of State for Employment and the CCCA-BTP.
- Direct communication relayed by direct mail and e-mailing, aimed at companies, is set up in partnership with PRO BTP (social protection group serving the building and public works sector) and the BTP PLUS Foundation.
- Communication materials and tools are being produced for construction companies to support the campaign and present concretely the good reasons for recruiting an apprentice:

Campaign messages
All the communication materials and tools developed as part of the campaign are based on the theme "HIS FUTURE IS ALSO MINE", and around the 3 REASONS TO RECRUIT AN APPRENTICE, and train a young person in very favorable conditions.
- An investment in the future of the company... which will be able to benefit tomorrow from a competent, qualified professional, anticipating the recovery.
- Committing to training young people through apprenticeships also means being a responsible company and supporting the future of young apprentices, who need the experience of an apprenticeship master to succeed alongside them, to develop and meet the challenges of eco-construction.
- A support system for hiring apprentices: depending on its size, the company may be exempt from or reimbursed for social security contributions and benefit from tax credits. The regional council pays a bonus ranging from €1 to €000.
- An Apprentice Training Center (CFA) is located near every company throughout France. Each CFA is available to help companies find young people motivated by the construction industry, provide step-by-step support in recruiting, and help clarify all administrative procedures.

CCCA-BTP, number 1 in apprenticeships in France (all sectors combined)
A national, professional and joint network
The CCCA-BTP (Committee for Consultation and Coordination of Apprenticeships in Building and Public Works) is a national, professional and joint body for building and public works, created and managed by employer and employee organizations representing the construction sector:
- Employer federations: CAPEB (Confederation of Crafts and Small Building Companies), FFB (French Building Federation), FNSCOP (National Federation of Worker Cooperative Societies for the Production of Building and Public Works), and FNTP (National Federation of Building and Public Works);
- Employee federations: BATI-MAT-TP CFTC (BATI-MAT-TP CFTC Federation), CFE-CGC (French Confederation of Management-General Confederation of Managers), CGT (General Confederation of Labor), FGFO (General Federation of Workers' Force), FNCB CFDT (National Federation of Construction and Wood Workers CFDT).
- The State is represented on the CCCA-BTP board of directors by a government commissioner (from the Ministry of National Education) and a State economic and financial controller general (from the Ministry of Economy and Finance).
- The CCCA-BTP's resources consist of a contribution dedicated to the development of professional training in the construction industry, particularly apprenticeships, paid by all companies in the construction sector.
A sustained information policy to promote construction trades
The main missions
- Information and promotion of initial training, particularly through apprenticeships, and of construction and public works trades, among young people, their families and construction companies.

103 apprentice training centers (CFA) in the construction industry for the leading apprenticeship network in France
The CCCA-BTP, responsible for implementing and coordinating in France the professional policy of initial training through apprenticeship defined by the social partners of the sector, runs a network of 103 CFA.
Apprentice training centers are located throughout the country (including Réunion), excluding Alsace for statutory reasons.
They are divided into:
- 75 CFA du BTP managed by professional and joint associations at local and regional level;
- 28 associated CFAs, 10 of which are approved for their public works sections.
Nearly 2 million young people already trained by the CFA network in the construction industry
The goal of the CFA network in the construction industry is to train future professionals in the construction and public works sector, responding as closely as possible to the needs of businesses, and to ensure the successful completion of the training programs of all the young people it welcomes. The network is jointly managed by professionals in the sector, serving both businesses and young people.
Since its creation, the CCCA-BTP has provided training to nearly 2 million young people in construction trades.
In 52, 300 construction and public works companies employed 2010 apprentices.
The network represents nearly 20% of apprentices across all sectors of activity, and the largest share, with 73% of apprentices in the construction industry. Construction is thus, at the national level, the leading sector to invest in training young people in its trades.

Nearly a hundred diplomas for young people aged 16 to 26
The training system covers more than 100 diplomas:
- Nearly 50 level V diplomas: CAP, additional qualifications;
- More than 30 level IV diplomas: Professional Certificate, Professional Baccalaureate, additional qualifications;
- Around fifteen level III diplomas and above: BTS, ...
- An 80% success and professional integration rate
- The training provided by professionals in the construction sector offers a level of quality recognized by all and is a source of very positive results at the end of the training.
- The success rate for apprentices in 2009 was:
- 80,6% for CAPs
- 66,6% for BEP
- 74,3% for BP
- 75,2% for vocational baccalaureate
THE PROFESSIONAL INTEGRATION RATE AFTER COMPLETION OF THE TRAINING IS AROUND 80%.
For example, 7 months after the end of the training, with or without a diploma, 85% of apprentices in wood carpentry find a job, 80% of roofers, 89% in public works, or 75% of tilers.
The commitment of the entire profession to construction apprenticeships
The policy and provision of apprenticeship training in the construction industry, coordinated by the CCCA-BTP, are defined by the social partners in the construction sector at the national and regional levels, based on the quantified needs of construction companies for skilled labor. This policy is being developed in particular with regional councils within the framework of objectives and means contracts.
Several national branch agreements have thus been concluded, with the aim of continuing qualitative progress in terms of reception, training in companies and at the CFA, and professional integration of young people in apprenticeships.
Branch agreements of July 13, 2004 relating to vocational training in the construction industry
These agreements aim in particular to enable any young person accepted as an apprentice to become a construction professional and to integrate a company in the sector on a long-term basis. In this respect, the CCCA-BTP plays an active role that places the development of the quality of training for young people at the heart of the system, with the six areas of progress defined by the social partners as a framework of reference:
- the quality of the reception and guidance of young people,
- the quality of reception and training in the company,
- the quality of reception and training in CFA,
- the quality of the exams,
- the quality of professional support during learning,
- the quality of professional integration.
This agreement also provides for the training of apprenticeship masters and the recognition of the tutoring function, to develop the capacity of companies to properly welcome, train, support and retain young people in the construction sector, in particular young people under contract.

The branch agreement of February 8, 2005 improving the status of apprentices
The social partners in the construction industry have decided to increase apprentices' salaries throughout the duration of the contract (for example, from 25% to 40% of the minimum wage for the first half of the contract), and have committed to improving their status through the agreement of 1 February 8.
In addition to significantly increasing wages, other measures are being taken to stabilize and retain young people in the sector. All construction apprentices can benefit from the support and benefits offered by PRO BTP (health coverage, paid leave, assistance with driving licenses and the purchase of their first vehicle, social actions, etc.).
This agreement also places training in hygiene and safety prevention among the key areas for improving apprentice status. Workplace first aid training for all apprentices and training in the prevention of risks related to physical activity and ergonomics are therefore mandatory for all apprentices.
The national agreement of September 6, 2006 relating to apprenticeships and the CCCA-BTP
This agreement updates and reaffirms the missions of the CCCA-BTP, in order to best ensure its responsibility for organizing and coordinating construction apprenticeships. This concerns in particular the networking of construction training centers, but also the exercise of specific missions in the areas of pedagogy (animation, guidance and training of trainers), management (support, financing and monitoring) or studies (conducting studies and consolidating indicators).
The State Secretariat for Employment and the CCCA-BTP are working with construction companies to promote the recruitment of apprentices.
The State Secretariat for Employment and the CCCA-BTP have entered into an agreement on objectives and means. The aim of this agreement is, on the one hand, to promote initial vocational training through apprenticeships in the construction industry and, on the other hand, to encourage the recruitment of apprentices by companies, particularly with a view to the start of the 2010/2011 academic year.
To achieve these objectives, 75 construction industry apprenticeship developers, responsible for business relations, are recruited for a period of six to eight months, then trained jointly by the CCCA-BTP and each of the 75 joint construction industry training centers, to advise and support entrepreneurs in their apprentice recruitment process, and present to them all the advantages of this investment.
The companies particularly targeted are:
- newly created companies,
- companies with fewer than ten employees and which can ensure the long-term recruitment of an apprentice,
- Companies with more than ten employees who have not recruited for two years or who already have a young person on an apprenticeship contract but who, depending on their size and sector of activity, are likely to recruit again.
- One of the objectives set by the objectives and means agreement is to enable the conclusion of 2 new apprenticeship contracts, before 500 December 31, by companies which have never used apprenticeships or have not recruited an apprentice for more than two years.
- Apprenticeship development specialists in the construction sector are the central and key element of the system implemented by the CCCA-BTP network to encourage an increase in the number of apprentices recruited by companies in the construction industry. The BTP PLUS Foundation
The BTP PLUS Foundation was created in 2005, under the aegis of the Fondation de France, by the social partners of the Construction and Public Works sector. It is the foundation of the BTP GESTION company, a joint employee savings organization for the construction sector.
His vocation
- Support, through grants, innovative projects that promote the social advancement of young people and the autonomy of individuals.
- Lead projects itself that contribute to promoting the attractiveness of construction professions, the living conditions of the employees who practice them and integration into these professions.
Its resources

Priority is given to projects whose beneficiaries are young people who work in, or are training in, the construction industry.
The BTP PLUS Foundation also subsidizes projects that promote the independence of the elderly and the disabled.

The CCCA-BTP / PRO BTP partnership
On March 10, 2010, the CCCA-BTP and PRO BTP, the joint social protection group for the construction and public works sector, renewed their partnership for the benefit of construction apprentices, to contribute to improving their living conditions and offer them a range of services that meet their needs.
Established in 2000, this partnership has always resolutely adapted to the needs of young people and anticipated their expectations in the areas of aid and social benefits, such as mobility assistance or access to healthcare.
Today, seven services make up the PRO BTP social offer, specially designed for young people in the construction industry:
- BTP Health protection for apprentices,
- the allowance to finance the B license (car),
- “Responsible Driving” group training courses,
- the 1% loan for the purchase of a first vehicle,
- financial aid for young people in difficulty,
- personal and home insurance,
- BTP VACANCES Group stays.
The new cooperation agreement concluded between CCCA-BTP and PRO BTP aims to further strengthen their reciprocal ties, with the definition of annual action plans.
The regional management of PRO BTP and the management of the CFA of the CCCA-BTP network have joined forces to implement field actions which mobilize all the teams of the establishments and raise awareness among young people in training on the importance of supplementary health protection, and of a support system for young people in difficulty.
The support and social protection system offered by PRO BTP to apprentices in the CCCA-BTP network constitutes a real asset for young people in choosing a career in the construction industry, by promoting the “special youth” social benefits that the profession offers them.
