Véolia supports the individualization of collective heating costs

As the cost of collective heating is about to be individualized, Véolia Habitat Services is proposing a new cost-sharing system called "consoéco." Simple, clear, and easy to understand, it allows for the calculation of heating costs based on the surface area of the home as well as the heat emitted using a sensor.

Individualization of the collective heating bill: a new service offered by Veolia Habitat Services

As the individualization of collective heating costs is about to be made mandatory, Veolia Habitat Services is launching the "consoéco" service for fair and responsible management of heating in co-ownerships.

Controlled energy consumption management is a key concern for residents and property managers faced with constantly rising energy costs and environmental issues. These concerns are shared by public authorities, who, following the Grenelle 2 law and the vote on two amendments*, are preparing to bring back to the forefront a national program for the individualization of collective heating costs; a simple and effective solution allowing for a rapid and significant reduction in energy costs and greenhouse gas emissions.

(* Amendments 200 and 201 adopted on April 29th modify Articles 25 and 26 of Law No. 65-557 of July 10, 07, establishing the status of co-ownership of buildings. They allow the adoption of decisions concerning the installation of thermal energy meters or heating cost allocators by a simple majority of the votes of all co-owners)



To best meet this need for energy efficiency, Veolia Habitat Services, the new commercial brand of the Proxiserve group, a subsidiary of Veolia Environnement, is launching a new heating cost distribution service, called "consoéco": a service that stands out for its simple, clear and transparent approach, both in terms of its presentation and its operation.

A clear and fun presentation of individualization

Particular attention is paid to the presentation of this new service, with a dual objective: to support managers in their efforts to reduce heating costs and to answer questions from co-owners or residents who are often poorly informed.

To this end, Veolia Habitat Services has set up information tools that are both rich and educational, in the form of a communication kit intended for managers:

- a question/answer sheet covering the most common questions,

- a set of brochures for residents to better understand the service,

- a detailed technical memo highlighting essential “eco-actions”,

- multimedia support for a more user-friendly presentation,

It is accompanied by a “guide for eco-responsible property managers” published in the form of a periodic newsletter.

A specialist is also available when presenting the service to the co-ownership.

A reliable and effective technique

With "consoéco," heating costs are no longer calculated solely based on the surface area of the home (percentage shares), but also by taking into account the heat emitted. This calculation is carried out using a small electronic heat cost allocator that discreetly installs on each radiator, requiring no modification to the heating system.

However, some heating types are not compatible, such as convectors and underfloor heating. For better understanding, the distributor displays only two essential data: the consumption index and the radiator temperature, allowing the user to easily monitor the evolution of their consumption and thus, modify their habits to generate energy savings.

The reading of the indexes is carried out remotely, by radio transmission, without entering the accommodation and therefore without the occupant being required to be present.

Simplified management and clear and fair distribution rules.

Carried out by Veolia Habitat Services teams, specially trained in energy distribution, the consumption index reading is integrated directly into a software package adapted to property management tools. It determines the distribution of heating costs between the different dwellings in the same building complex, thus simplifying the management of the "energy" item as much as possible for managers.



To ensure a fair and equitable distribution of heating costs between residents, “consoéco” can integrate

in its method of calculation, weighting coefficients taking into account the particularities of each accommodation:

- the characteristics of the radiators: power, technical specifications

- the location of the accommodation: its location and orientation within the building.

For greater transparency, an individual document is provided to each resident detailing everything: the latest index, consumption history, coefficients applied, etc.



"Consoéco" also proposes to take action against energy insecurity by increasing the number of index readings for fairer billing.
